Admin tools–>Group Policy Management–>SBS Users–>User Configuration–>Policies–>Administrative Templates–>Windows Components–>Internet Explorer–>Disable changing home page settings–>Enable–>Home Page: entered intranet. When people next logon this should be applied. if you login to dbadmin you could test this.
